Since 2009, following significant concerns about the governance of the NIHE and in particular its procurement processes and the management of contracts, NIHE and the Department for Social Development carried out a number of reviews to investigate response maintenance contracts, Egan partnership contracts and NIHE governance. These reviews found a range of failings and weaknesses in the governance of NIHE and in the management of contracts. In light of the problems that have again been found in NIHE?s management of contracts, it appears that the issues covered in NIAO's earlier report were not taken sufficiently seriously by NIHE senior management and adequately addressed.
