This review was commissioned in December 2001 by the Head of the NICS, Gerry Loughran, "to examine the effectiveness of Northern Ireland Departments in responding to the requirements of devolution, and identifying ways and means of improving that effectiveness". A Review Team was set up with a view to reporting to Permanent Secretaries by June 2002. This is their report
