The CORE initiative was established and run by a group of eight councils in the North East of the province and involved the setting-up and operation of a new external delivery organisation. It was jointly funded by the district councils and the Department of Enterprise and Investment. Although it was a relatively small-scale operation, there are a number of useful lessons that can be applied to a wide range of organisations and situations.
